TITULIA CITY | In a very active Forum on a new Legislature,President Dennis McVicker has revealed his proposal:
Initially there will be five (5) representatives, with two additional representatives being added once the active population reached two hundred (200) citizens. Two (2) additional representatives would then be added for each additional one hundred (100) active citizens added.
Representatives would be elected for a term of twenty-eight (28) days with half being elected every two (2) weeks. The first election would be held one week after the first presidential campaign after implementation of the legislature.
Any citizen is eligible to run, all they need to do is put their name on the ballot. The nomination period will begin seven (7) days prior to the election, and will end two (2) days prior to the beginning of voting leaving two (2) days for the official campaigning period and five (5) days for the nomination period. Elections shall be called automatically for the vacant seats at noon GMT of the appointed day. The voting will consist of an open-list format with each citizen being able to vote for the number of candidates on the ballot, with voting lasting for a period of three (3) days. In the result of a tie that would result in more than the necessary number of candidates needed being elected, a run-off would be initiated that would include all candidates effected by the tie.
The legislature with handle all cabinet confirmations, General Court confirmations, and the government budget, with only the budget needing ratification by the people.
The legislature must ratify all propositions passed by the people by a simple majority for them to become law. Legislation introduced in the legislature must still be passed by a simple majority of the people.
The President would be able to veto any legislation that does not pass as a proposition by a two-thirds (2/3) majority.
Once the legislature is installed propositions will automatically close after seven (7) days of introduction regardless of the number of votes cast. Legislation passed first in the legislation will be marked as "A Bill of Ratification" and will also close for voting after seven (7) days. Any legislation passed first as a proposition must be scheduled for a vote by the legislature within three (3) days of the vote closing with a simple (affirmative) majority. Voting in the legislature will remain open for three (3) days.
Constitutional amendments must pass both the legislature and as a proposition with a two-thirds majority. All constitutional amendments must be first introduced in the legislature.
